ICTJ Activity in Bosnia and Herzegovina  


Background On This Country


Although the wars in the former Yugoslavia are long over, tensions in the region are still high, particularly in Kosovo. Nationalism and economic stagnation continue to haunt most of the former republics, and some of the most notorious war criminals indicted by the ICTY are still at large, protected by powerful networks. On the other hand, there are some positive signs that reformers could regain the initiative, such as the recent election of Boris Tadic as President of Serbia.

Given the generally unfavorable political climate, the ICTJ continues to work on two fronts: partnering with local civil society groups and conducting strategic research projects. Federico Borello and Program Associate Lydiah Bosire made presentations at a workshop for youth leaders organized by the Center for Democracy and Reconciliation in South-East Europe. The ICTJ continues to work closely with the Humanitarian Law Center in Belgrade, assisting its efforts to transform itself into a documentation center, and has advised on a regional initiative geared toward building a regional model for reconciliation. The Center also worked with associations of relatives of missing persons in Bosnia and Herzegovina and Kosovo. The ICTJ continues to assist Bard College in maintaining a web-based archive of the Milosevic trial (http://hague.bard.edu/).

Three of the Center's research projects are deeply grounded in the region. The vetting project includes a comprehensive assessment of efforts to vet the police and judiciary in Bosnia and Herzegovina and analyzed the Serbian lustration law; the completion strategy project examines the legal and policy issues surrounding the winding down and closure of the ICTY; and the hybrid courts study includes an in-depth analysis of the Kosovo hybrid panels.
