The ICTJ is currently involved in several European initiatives, including projects in the former Yugoslavia and Northern Ireland.
The Center brought together key representatives from Bosnia and Herzegovina, Serbia and Montenegro, and Croatia to discuss the truth commissions that had been established or were under consideration in each of the former republics. However, to date, each of these initiatives has remained stagnant or has failed.
In Serbia and Montenegro, the ICTJ undertook several missions to Belgrade to explore transitional justice issues and needs in the region. The Center issued reports on documentation of war crimes in the former Yugoslavia and on reparations programs in the region. In December 2002, ICTJ President Alex Boraine gave testimony at the International Criminal Tribunal for the former Yugoslavia (ICTY) sentencing hearing for Biljana Plavsic, former president of Republika Srpska. The Center is also conducting an in-depth study on the Completion Strategy of the ICTY. In 2003, the Center maintained a dialogue with a range of civil society actors interested in transitional justice issues and engaged a consultant to explore other opportunities for the ICTJ's involvement.
In Northern Ireland, ICTJ staff members participated in the founding of a local nongovernmental organization, Healing Through Remembering.
